2015年的全球智库报告显示,中国的智库质量依然堪忧,前百上榜为个位数,而这一数字在2013年为20个。也就是说,中国智库,质量不升反降。而排行前列的,都是中国社科院及其下设研究机构,均为官方老牌智库。由此可见,中国智库,只重数量,不注重质量和创新。
中国正处在改革的风口浪尖,处于转型期的中国,面临的问题细微而复杂。决策者也比以往更需要前瞻性、对策性的研究报告。而智库,作为思想的蓄水池,要起到其深度影响政府决策的科学指导作用。
中国智库的发展,任重而道远,而民间智库,有更长的路要走。
